“Now Hazael king of Syria oppressed Israel all the days of Jehoahaz. But the Lord was gracious to them and had compassion on them, and he turned toward them, because of his covenant…”

2 Kings 13:22-23 ESV

Israel is constantly doing evil in God’s sight, but He has compassion on them when they are oppressed. God sends the sun and the rain on the evil and the good. It says more about God’s character that He cares for the oppressed than it does of their worthiness for relief.

who executes justice for the oppressed, who gives food to the hungry. The Lord sets the prisoners free; the Lord opens the eyes of the blind. The Lord lifts up those who are bowed down; the Lord loves the righteous. The Lord watches over the sojourners; he upholds the widow and the fatherless…

Psalm 146:7-9 ESV

God cares for the oppressed. He cares for those who are literally hungry. But we don’t have to be poor and needy to get God’s loving care. He also loves the righteous. Of course, the righteous man would be doing all these things too. A righteous man cares for the physical needs of the poor.
